These cities are exploding in size — and not always in a good way

Rất thú vị. 😉Tuy nhiên việc nhét dân cư vào khung trung tâm thành phố không hẳn là điều xấu. Toyama (250 km về phía tây bắc Tokyo) là một thành phố Nhật Bản kiểu mẫu (quintessential): dân số đang già đi (residents are greying), các ngành công nghiệp ổn định nhưng cứng nhắc và khó thay đổi (industry is stable but sclerotic), và ẩm thực thì thượng hạng (cuisine is exquisite). Chính quyền ngoài giao việc xây dựng cho công ty tư nhân có chuyên môn (an expert private firm) còn tặng tiền để hấp dẫn người dân chuyển đến những vùng ‘há cảo’ (to offer subsidies to entice people to move into the dumplings) 😗Mặc dù chính sách này không phải một loại ‘thuốc chữa bách bệnh’ cho sự khó khăn về dân số (no panacea for the demographic squeeze), nó đã thay đổi hẳn hướng đi (trajectory) của thành phố này. Toyama hạn chế việc người dân chuyển ra khỏi trung tâm (to arrest the outflow of people from its centre), khiến giá đất ở đây tăng lên, làm tăng doanh thu thuế - khoản này được dùng để phát triển những vùng hẻo lánh xung quanh (to use increased tax revenue from the revived city centre to support more remote parts of the region).
