Conservative Group Leader Cllr Stewart Gardiner presented his Notice of Motion, challenging the Government’s Housing Targets at Full Council today. The motion was seconded by Cllr Steve Edgar (Haslington Ward). Cllr Gardiner who has a professional background in the planning industry spoke eloquently of the impacts of the proposed 150% rise in housing numbers every year and which has opened the floodgates for a maelstrom of unplanned, speculative and unsustainable planning applications by developers. This ill-considered policy gives free-rein to a developer-led planning system where local democratic input is minimised and both local development plans and neighbourhood plans are undermined. It was interesting that both Labour and Independent Groups presented additional amendments to the Notice of Motion that (unusually) actually enhanced the motion. Cllr Nick Manion (CE Council Leader: Labour) proposed an amendment that highlighted the need for targets that must focus on local housing need - specifically social rented and affordable housing. Cllr Craig Browne (Ind) proposed that an amendment that sought additional support by all Party Group Leaders to engage with the Local Government Association to support our remonstrations to the Minister Angela Raynor MP and her Ministry of Housing, Communities and Local Government. Both Cllr Gardiner and Cllr Edgar accepted both amendments as ‘friendly amendments’ and they have been incorporated into the substantive Notice of Motion. It has been a privilege to serve the community over the last nine years and I hope to continue to do so on behalf of the Waimakariri residents. 📰Full Announcment: Councillor Philip Redmond, QSM, has announced that he is seeking re-election to the Waimakariri District Council. He is standing in the Kaiapoi-Woodend Ward where he topped the polls in both 2019 and 2022. A former Kaiapoi-based lawyer, Redmond brings extensive legal expertise, company directorships and proven local government experience to his councillor role. He was awarded the Queen's Service Medal (QSM) for community service in 2019. As a long-standing member of the Institute of Directors (IOD), he brings extensive governance expertise to Council. Redmond supports the Local Water Done Well reforms and the Council's proposed internal business unit, which he believes will deliver real benefits to Waimakariri District’sratepayers. He firmly believes in retaining local control of assets and keeping chlorine out of urban residential water supplies. "Waimakariri's unprecedented growth requires experienced leadership to effectively guide our district through theopportunities and challenges ahead," says Redmond. Key priorities for Redmond include implementing water and Resource Management Act (RMA) reforms, while ensuring that the Council delivers on its core responsibilities to residents. Redmond is a passionate advocate for the Waimakariri District and prides himself on being responsive to residents' needs. He champions sustainable and affordable rates alongside investment in key projects that will ensure Waimakariri continues to thrive as an attractive place to live. "We must invest wisely in essential infrastructure to support growth and development, while maintaining affordability for residents," he notes. During his two terms, the Council has achieved one of the lowest rates increases in New Zealand. Redmond continues to advocate for roading and drainage improvements and enhanced community facilities throughout the Woodend, Ravenswood, Pegasus Town and Kaiapoi areas. For Redmond, key future opportunities include delivering infrastructure improvements to support Waimakariri’s growing population, maintaining strong local representation and services and responsibly addressing climate change and sustainability, while keeping rates affordable. Redmond's commonsense and practical approach providessound governance. He is an active contributor to a collaborative council that delivers results for its community.
