Resident Raises Alarm on Electrical Issues During the public comment period, a resident voiced significant frustration over persistent electrical outages affecting campers, a problem ongoing for over a year. “I've bet every one person in here, if you were having electric problems at your house and losing your air condition, your bedroom was 90 degrees during the day, you would have a fix,” the resident stated, urging the board to prioritize hiring a certified electrician. The board acknowledged the issue, noting that checks showed no immediate system faults, but committed to further investigation with a lineman to ensure reliable power at Mill Creek Lake. Park Improvements and Storm Damage The director’s report highlighted ongoing infrastructure projects. The septic system installation is complete, with tanks expected by July 7, 2025, and water line installations are over two-thirds done, improving facilities for campers. However, a recent storm caused significant equipment damage, including the mobile radio system, with repair costs estimated at $6,400. The board is weighing whether to file an insurance claim or cover costs internally, impacting the park’s budget at Clark County Park District. Financial Health The financial report for May 2025 showed a total income of $109,528.07, including $103,160.13 from key spot income, $1,637.33 from donations, and $8,211.50 from government tax replacement. Expenses totaled $81,705.35, with accounts payable at $14,910.28. The park’s total account balance stands at $947,919.52. Compared to the previous year, payroll decreased by 12%, reflecting innovative management strategies, while camp spot income dropped 5%, likely due to rainy weather affecting occupancy at Mill Creek Lake. The board made several decisions to address park needs and policy violations: Dock Project Tabled: A discussion on a dock walkway platform project was postponed to the July 10, 2025, Lake Management Committee meeting due to the absence of key stakeholders, including the contractor. CD Reinvestment: Approved reinvesting two certificates of deposit ($110,000 and $400,000) at Casey State Bank at a 4% interest rate for one year, adapting to expected Federal Reserve rate declines. Dock Approval: Approved a new dock application for Josh Higginbotham, identical to a previously approved design, ensuring consistency in park development. Tree Replanting: Resident Ryan McGuire was required to plant 10 established trees after cutting down approximately 10 trees without a permit, aligning with the park’s land clearing policy. Golf Cart Purchase: Authorized a $12,000 to buy the first two and alloted remainig $4,200 for another to meet high rental demand, which generated $1,000 in three weeks in June. They currently have 2 and with the additional $600 tonight the park voted to add to their fleet 3 carts in total.
