Inihayag ng House Quad Committee sa 51-page progress report nito noong Disyembre 18 na isa si Sen. Christopher Lawrence ‘Bong’ Go sa "Personalities and/or Entities Involved in POGOs" at nirekomendang magsagawa ng malalimang imbestigasyon tungkol sa umano’y pagkakasangkot nito sa Philippine Offshore Gaming Operators (POGOs). Ito ay base sa pahayag ni Lt. Col. Jovie Espenido ng Philippine National Police (PNP) sa kaniyang affidavit na isinumite sa Quad Comm noong Agosto 28 kung saan kinumpirma nito na si Go ang nagbigay ng cash reward para sa mga pulis na nakapatay ng mga drug personalities sa kasagsagan ng "war on drugs" ng administrasyong Duterte. Nakasaad din sa report ang rekomendasyong isali si Go bilang "party conspirator" sa alegasyong paglabag sa Republic Act (RA) No. 9851 o "Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity," kasama si dating pangulo Rodrigo Duterte at iba pang opisyal ng nakaraang administrasyon. "This inclusion is justified given the serious allegations concerning his role in a system that purportedly incentivized police actions during the controversial anti-drug campaign,” saad ng report. Inirekomenda din ng Quad Comm ang paghahain ng kasong kriminal sa ilalim ng Section 6 (Other Crimes Against Humanity) ng RA 9851 laban kay Duterte, Go, Senador Ronald ‘Bato’ Dela Rosa, at mga dating PNP chief na sina Oscar Albayalde at Debold Sinas, at sina Colonel Royina Garma at Edilberto Leonardo dahil sa naging papel ng mga nito sa extrajudicial killings (EJKs). Binigyang diin naman ng report na gaya ni Dela Rosa, Go "should be investigated to address the allegations regarding his involvement in the war on drugs policy and the extrajudicial killings" sa panahon ng administrasyon ni Duterte.
