However, the treaty inadvertently set the stage for the Second Punic War by failing to resolve the underlying tensions between Rome and Carthage. ------------------ **Context and Background** -Following Carthage's defeat in the First Punic War (264–241 BCE), the once-mighty naval power sought to rebuild its fortunes. Under the leadership of Hamilcar Barca, Carthage turned its attention to Iberia, a region rich in resources such as silver, which could fund their military resurgence. By the time Hamilcar's son-in-law Hasdrubal the Fair assumed command in 229 BCE, Carthage had established a significant foothold in the region, centered around its new capital, Carthago Nova (modern Cartagena). -Rome, on the other hand, was preoccupied with consolidating its influence in the Italian Peninsula and across the Adriatic Sea. However, the rapid expansion of Carthaginian control in Iberia alarmed Rome, particularly as Hasdrubal began extending Carthaginian influence northward. To address these concerns and prevent a potential conflict, the two powers agreed to formalize a boundary: the Ebro River. --- **Terms of the Treaty** The treaty contained several key provisions: 1. **The Boundary Line: Carthage pledged not to extend its influence north of the Ebro River. This agreement effectively created a buffer zone to separate the two powers' spheres of influence in Iberia. 2. **Roman Recognition: Rome implicitly recognized Carthage’s dominion south of the Ebro, granting the Carthaginians freedom to consolidate their power in that region without interference. 3. **Exclusion of Saguntum: Crucially, the treaty did not explicitly address the independent city-state of Saguntum, located south of the Ebro but allied with Rome.
